It is reported that in 1789 Benjamin Franklin wrote in a letter to Jean-Baptiste Leroy, “In this world nothing can be said to be certain, except death and taxes.” The question then becomes how to make taxes equitable and fair to ALL citizens who are part of any particular government and who consume a variety of government services?

Those of a socialist persuasion have always felt that a progressive tax was the only way to level the playing field between “have” and “have nots.” Those of a “free enterprise” bent have always favored equal tax systems. Today we see these views in force in the “debate” over how to pay down the debt our nation has accumulated. Democrats want to “increase revenues” which really means to raise taxes while Republicans what to slash spending with “no new taxes.”

There is some agreement between these two parties that the current “tax code” needs reforming to close loop holes that permit corporate giants to pay no tax whatsoever. There is also talk of having the rich “pay their fair share.” But what is a “fair share?” Is not an individual or corporation entitled to the “fruits of their labor?” Is it “fair” for the government to steal from its citizens to give (redistribute) to other citizens? Does not the commandment “Thou shalt not steal” equally apply to men and governments? Why should the “wealthy” be expected to pay a greater percentage for government than the “middle class” or the “poor?” In fact with a “flat” rate they would pay more because 9% of $1M is more than 9% of $50K or $20K.

Today there are two major plans for future taxation in our nation – the Flat Tax and the Fair Tax. The difficulty of uniting the “Flat Taxer” with the “Fair Taxer” is that the government has never had a tax they wouldn’t raise. I personally agree with a Flat Tax because I agree that every individual citizen and for profit corporation, prince or pauper, ought to bear their fair share of the cost of government. To add an additional Fair Tax, (Value Added Tax or Sales Tax), on top of the Flat Tax is to double tax We the People. A double taxation system which in Europe has generated tax rates of up to 80% in some nations.

To illustrate, a person earning minimum wage of $7.25 per hour working full time or 2000 hours earns $14,500 before taxes. Poverty level for this person is set at $10,830. A 15% current Income Tax rate takes $2175, FICA takes another $899 and Medicare another $210.25 for a total of $3284.25. Net income for this minimum wage person is $11,215.75 which is only $385.75 above the poverty level for one person.

Herman Cain has proposed a 9% Flat Tax and a 9% Fair Tax. This amounts to an initial 18% Tax. I say initial because you know Congress will RAISE YOUR TAXES until We the People scream! As noted by one Congressman some years ago, “We have gone from ‘No taxation without representation’ to taxation without hesitation.” With our example, a Flat Tax of 9% on our minimum wage employee amounts to $1305 and gives a net income of $13,195 or $2365 above the individual poverty level! To add the “Fair Tax” would yield only $1060 above the individual poverty level!

As I stated above, I agree with the Flat Tax. After all if a noncompulsory 10%, a tithe, is good enough for God, a compulsory 9% ought to be good enough for Uncle Sam! Such a tax, a Flat Tax, MUST however require a Constitutional Amendment to raise the percentage rate or the Congress will just raise it at will according to their insatiable GREED or to unconstitutionally redistribute wealth from “haves” to “have nots” in support of their desire to change Our Constitutional Republic into a Welfare Socialist State.

When the Income Tax was originated with the 16th Amendment in 1913, the Congress promised We the People that it would be a flat tax of 3% on all income above $5000. To have the same value as 1913 dollars, the exemption rate would have to be set at $114,416.67 today due to an inflation of 2188.3% as computed on http://www.usinflationcalculator.com/.

Obviously it is not “fair” to tax only individuals and for profit corporations making more than $115K. After all those below this arbitrary mark also use government services. The next arbitrary mark citizens usually gravitate to is those below the poverty level, but do not these citizens also use government services? Some people question why should individuals paid from the public treasury be taxed at all because the government giveth with the right hand and taketh with the left hand? But do not citizens paid out of the public treasury use government services also, whether an employee, retiree or a welfare recipient? This is why a Flat Tax of 9%, or some other rate, is in truth the only “fair tax” because every individual or for profit corporation making $100M pays $9M in tax while every individual making $100 pays $9 in tax. In this way each contributes to the cost of government services based upon their ability to pay.
