Analyst's note: The National Security Agency (NSA), who along with the Central Intelligence Agency (CIA) support U.S. policymakers, is said to have stopped monitoring the headquarters of the International Monetary Fund (IMF) and World Bank as part of a review of intelligence gathering activities, according to a U.S. official familiar with the matter. We also note that the Director of National Intelligence, James R. Clapper described the targeting of foreign leaders, including American allies, as a “fundamental” aspect of intelligence gathering, and said neither the CIA nor the NSA can tap into a given leader’s private communications without White House oversight. Both Clapper and Army Gen. Keith B. Alexander, Director of NSA indicated that foreign leaders are disingenuous when expressing outrage over the intelligence gathering because America’s own allies have conducted similar operations against the U.S. Mr. Clapper recently noted that “Some of this reminds me a lot of the classic movie ‘Casablanca’: ‘My God, there’s gambling going on here?’”

Some would have us believe that it's a good idea to cut back on surveillance of economic-related targets. Such non-strategic thinkers believe that the enemy is terrorism (which is a tactic) and we should focus on that. They believe that we have to focus almost all of our resources on Al Qaeda and its affiliates, which are only part of the foreign threat to U.S. national security.

Obama halted NSA spying on IMF and World Bank headquarters
"[....] But a former senior U.S. intelligence official said that the Obama Administration had put greater emphasis and resources than predecessors into collecting and assessing economic information.
In February 2009, shortly after Obama entered the White House, the Central Intelligence Agency began producing a new "Economic Intelligence Brief" for him to review along with the regular President's Daily Brief on international security and threats.
Leon Panetta, Obama's first CIA director, said at the time the change was aimed at understanding the implications of the global economic crisis, and that the agency was considering hiring more economic analysts.
The former U.S. intelligence official noted that insider detail on economic policy developments - for example, financial crises affecting the economies of European countries such as Greece, Italy and Spain, and the stability of the Euro - is the type of critical information U.S. policymakers welcome. The Washington Times reports that sources directly familiar with the attack, told them there was a force of eight men made up of Delta Force and Green Berets, who were in Tripoli to confiscate weapons and to abduct terrorists, as well as helping to train Libyan forces.
The two special operations soldiers arrived in time to drive the terrorists back and to avoid further casualties. Both men were awarded medals for valor for the engagement.[....]"
It is clear that several people now in high office in Washington, D.C. have some significant explaining to do to the American people. Is it any wonder that we, the American people, must Guide the UNITED STATES Back to the Constitution.

You'll NOT hear anything like it from the top-down, centralized, out-of-control, "progressive" federal government. We must go back to the Constitution to save the Constitution. Why would tyrannical Executive and Legislative branches write laws to make themselves less tyrannical?
