WASHINGTON, July 22 (RIA Novosti) - Investigators in Panama discovered two Soviet-built MiG-21 fighter jets while unloading a North Korean ship that was seized last week with 240 tons of concealed weapons parts on board as it tried to enter the Panama Canal en route to North Korea from Cuba, media reports said Monday.

'Apparently these aircraft were in use because they had fuel,' Panama's President Ricardo Martinelli was quoted by Agence France-Presse news agency as saying during a visit to the Atlantic port city of Manzanillo on Sunday, where the boat's cargo was being unloaded.

The two supersonic fighter jets, originally produced by the Soviet Union in the late 1950s, were found in containers alongside two missile radar systems, Martinelli was quoted as saying.

Panamanian officials stopped the 510-foot (155 –meter) North Korea-flagged Chong Chon Gang a week ago on suspicion it was carrying drugs, but instead found a huge stash of weapons parts hidden beneath sacks of sugar.

Cuba said the weapons were obsolete and were being sent to North Korea to be refurbished before being returned to Cuba.

The Cuban Ministry of Foreign Affairs said last week that the vessel was also carrying two anti-aircraft missile complexes and the two Mig-21 Bis, along with 15 motors for those planes.

The BBC cited Panamanian officials as saying seven containers had been unloaded from the ship and opened, but more are believed to be still hidden beneath the ship's official cargo of sugar.

Martinelli was quoted by the BBC as saying the ship was thought to have 27 containers on board.

Panama last week charged the ship's captain and 35 crew members with 'attempts against Panama's security' and 'illegally transporting undeclared military equipment.'

The concealed weapons parts -- and now the two fighter jets found on the ship -- may also be a violation of the UN arms embargo imposed on Pyongyang over its nuclear and ballistic missile program.

Panama has asked the UN Security Council to investigate, and UN sanctions experts are expected to travel to Panama on August 5 to conduct a probe.

The ship, built in 1977 and registered to the state-owned, Pyongyang-based Chongchongang Shipping Company, 'has a long history of detentions for safety deficiencies and other undeclared reasons,' including suspected drug and ammunition trafficking, USAToday cited global shipping agency Lloyd's List as saying.

In 2010, the North Korean vessel was stopped by Ukrainian authorities in the Black Sea "for reasons that are unclear," USAToday said.

According to the BBC, the Chong Chon Gang began its latest voyage in Russia's far east in mid-April. Bound for Cuba, it entered the Panama Canal from the Pacific side in early June but disappeared from satellite tracking systems after exiting the canal on the Atlantic side.

After re-appearing on tracking systems July 11, it was stopped and searched near Manzanillo on July 15, when Panamanian officials found its cargo of contraband weapons parts, hidden beneath 10,000 tons of sugar.

Pentagon Report on China Reveals Comprehensive Military Buildup, Extensive Espionage

The Department of Defense (DOD), per the requirements of the fiscal year 2000 National Defense Authorization Act (NDAA), this week issued the 2013 annual report to Congress on the Chinese military. This year’s report is a substantial expansion upon the 2012 report, nearly double in length, and with an extensive discussion of a number of areas. In addition to reading the valuable information in its pages, Washington should be reminded just how absolutely necessary this report is.

The most obvious takeaway is that the People’s Liberation Army (PLA) is engaged in a massive, extensive modernization program, drawing upon the resources of a constantly expanding economy (now the world’s second largest) to support improvements in not only the ground forces, but the PLA Navy (PLAN), the PLA Air Force (PLAAF), the Second Artillery (China’s rocket forces), as well as space and cyber capabilities.

The report provides details of various new ship classes, new fighters, new missiles, and improvements in Chinese space assets. Far from having to choose between guns or butter, the PLA is, in the words of my economics counterpart Derek Scissors, “buying guns soaked in butter.”

Even more important, this year’s report specifically charges the People’s Republic of China (PRC) and the PLA with engaging in cyber actions directed against the United States. “China is using its computer network exploitation (CNE) capability to support intelligence collection against the US diplomatic, economic, and defense industrial base sectors,” the report says.

While such concerns have been raised in many quarters, this is the first time that the DOD report has been so straightforward. As important, it reinforces the results of the Mandiant report and the Verizon Risk report of the past several months, both issued by private companies. These reports also highlighted the role of Chinese government and military assets in cyber-espionage activities.

Another aspect of China’s military that can be discerned in this year’s DOD report is the importance of space warfare. This is not only reflected in the specific sections of the report that discuss China’s military space activities, but also in the backgrounds provided for the top Chinese military leadership.

Central Military Commission (CMC) Vice Chairman Xu Qiliang, for example, is a PLAAF officer who has advocated that the PLAAF “should lead the development of offensive capabilities.” He attained this position after stating (and then retracting) that “the militarization of space was a ‘historical inevitability.’” The other CMC Vice Chairman, Fan Changlong, has extensive experience testing joint operations concepts, which rely on space-based assets for command, control, and coordination. Defense Minister Chang Wanquan was formerly head of the General Armaments Department (GAD), which oversees China’s weapons development and space complexes. The current head of the GAD, meanwhile, General Zhang Youxia, is one of the last Chinese military officers to have had combat experience, gained in the 1979 war with Vietnam. This suggests that alongside cyber, space capabilities will be a priority for the CMC and therefore the PLA.

Finally, there is an odd juxtaposition in this year’s report. On the one hand, there is extensive discussion of Chinese military diplomacy, including the range of Chinese bilateral and multilateral military exercises, as well as military-to-military exchanges, visits, etc. This is alongside a remarkably detailed review of Chinese espionage, both human and cyber. A number of Chinese spies are identified, as well as their targets.

What is left unstated is why the U.S. intends, in light of the concerns about espionage, to facilitate Chinese military diplomacy, such as the invitation to the PLA to attend the 2014 Rim of the Pacific (RIMPAC) exercises. These large, multilateral exercises, involving many of America’s closest allies in the Pacific engaging in real-world combat training (e.g., torpedo attacks, air defense operations) would seem to be a cornucopia of information for Chinese intelligence.

Inviting the Chinese to attend would seem to play into Beijing’s efforts to expand their military diplomatic sphere. Why would the U.S. want to give the Chinese an opportunity to both expand influence and garner important information, not only from ourselves, but from our allies?

All of these aspects serve as a reminder that this annual report is an enormously helpful, authoritative source of information on the Chinese military. For precisely this reason, calling for its abolition has long been a standing official Chinese talking point. This year’s report is no different. This Administration, enamored as it is of the power of “engagement,” and Congress must resist all efforts to abolish or water down the requirement.

Russia concludes massive military exercises

Russian military has concluded one its largest war games in recent history in the nation's far eastern and central region, describing the results as more than satisfactory.

The military exercises ended Sunday, according to Russian Defense Ministry officials, who plan to discuss the overall outcome of the drills at a special meeting on Monday, Moscow-based RIA Novosti reports.

Meanwhile, Russian President Vladimir Putin has praised the results of the massive maneuvers as "more than satisfactory," pointing out that there was not a single serious failure during the drills, the report adds.

'Such exercises have not been held since the Soviet era or perhaps even during that period," Putin is further cited as saying in the report following his helicopter tour of the exercise area on Wednesday, accompanied by said on Wednesday after overflying the exercise area in a helicopter accompanied by Defense Minister Sergei Shoigu.

The military exercises involved five Russian armies, the Third Air Force and Air Defense Command, including strategic aviation, and the its navy's Pacific Fleet.

According to Shoigu, nearly 160,000 troops, about 1,000 tanks and armored vehicles, 130 aircraft and 70 warships participated in what officials have describe as combat readiness drills.

The development comes as Russia has reportedly engaged in a major enhancement of its military forces.

A Russian naval commander announced Thursday that the navy's Pacific Fleet is due to receive new warships in 2014 for the first time since the disintegration of the former Soviet Union.

"Rather large-scale deliveries of new equipment, new warships to the Pacific Fleet will start in 2014," said Rear Admiral Sergei Avakyants in an interview with Rossiya 24 TV network.

Additionally, according to recent local reports, the Russian military is also building several Steregushchy-class corvette warships for the Pacific Fleet at its Amur shipyard in Russia's Far East with the estimated delivery date of 2014-2015.

The new additions to the Russian naval fleet comes following plans announced by the US military to drastically increase its naval presence in the Asia Pacific region.

This is while China is also reasserting itself as a major military power, concerned about growing US presence in the region amid its continuing conflict with US-backed Taiwan as well as territorial disputes with Japan, another US ally.
