(Analyst notes: With an estimated 190,000 illegals -- Massachusetts appears to be recognizing the financial burden illegal immigrants represent and is trying to legislate controls on these expenses and thereby on the illegals who the Federal Government does little to dissuade coming to America.  More states are joining Arizona in frustration at the Federal Government's failure to protect the borders. We MUST secure the borders as the first item of business in this matter. Illegal immigrants are criminals and should NOT be rewarded, even if they have managed to get inside the borders and live here for a while. If we are to expect laws to mean anything and our borders to mean anything.... we must remove them and expect legal behavior for immigration --- and assimilation.  Being an American is more than just being geographically located within our borders.... we have a way of life and a code of laws. These too are the expected of all Americans. Less than this IS a strategic threat to our security as a nation. Hurrah for Massachusetts IF they are finally "getting it"!!)
