Analyst's note:  Absolutely must read.  An intelligence review by the new Director of National Intelligence, James Clapper, indicates that the 2008 attack and resulting deaths at India's financial capital in Mumbai could have been broken up but for an "overwhelming" failure of our Intelligence Community.  In fact the Drug Enforcement Administration (D.E.A.) employed a Islamist jihadist plotter by the name of David Headley in Pakistan despite multiple warnings of his sympathy with radical Islamist groups. 

Once again Obama apologizes for U.S. failures while on an overseas trip.  Why would such an "overwhelming" failure be admitted publicly?  Privately within the community ...sure, but why make such an admission publicly?  Just fix the problem.  Lets hope we don't see a pattern of admitting U.S. Intelligence Community failures publicly by this administration.  This time the politically correct apology is provided to the Prime Minister of India.   While visiting India this past weekend, President Obama briefed Prime Minister Manmohan Singh on the investigation of David Headley, including the Intelligence Community failure to act on repeated warnings from different people that Headley might be a terrorist."

"The US intelligence agencies failed to act on at least five instances of warnings since 2001 by David Headley's two wives and other sources who had provided tip off about his training with Pakistani terrorists for a "special mission" against India.
