Analyst notes:  It has come full circle.  When the Soviet Union collapsed at the end of the 1980s, thousands of scientists and engineers within the USSR lost their government paychecks.  America realized that weapons experts were now on the market looking for work to feed their families. Even then the US was aware that terrorists and rogue nations were dangerous potential employees.  We even feared Russian entrepreneurs would create industries doing arms work for our enemies. Concerned agencies, including Congress, went to work to see this did not happen.  One of the ways to do this was to employ these scientists ourselves.  You could hire an experienced researcher for as little at $1000 a year then. 

Congress created a program to put $1billion into this effort to absorb weapons research talent. They were put to work helping US research projects and doing many a task to divert their talent away from weapons work into civilian uses.  Now that has changed. Russia is backing out of the foreign aid program and within months will "take care of their own".  This means they have the economic ability now to employ their own scientists and engineers.  Since they have committed $700 billion to upgrading their military .... I would guess so. They now need these weapons researchers back at their own countries priorities. Clearly a mear $1billion US is not so needed compared to the $700 billion they will be spending.  Further, they want weapons now, not civilian products and systems.  Thank you America, we will take it from here.

It was probably a wise thing to assure these scientific and engineering resources were not spent against us, but we have preserved the Russian war machine and it is now ready to resume its progress.  This is a major development that American security analysts need to appreciate and consider!
