Analyst notes: This 23 year old Russian icebreaker, the Taimyr of the Rosatomflot nuclear fleet, appears to have had a primary coolant leak while in the Kara Sea in the Arctic Ocean that was detected by radiation in the air circulating near the reactor. This was sufficiently important to force the icebreaker to return to Murmansk its home port for repairs. Although Russia rated the severity of the incident 0 on a 7 point scale (of no immediate safety importance), it nonetheless raises the on-going question about the Russian Navy's ability to maintain its fleet at a safe level. The consequences of poor engineering or maintenance practices have been sadly obvious by the history of the North Fleet, the Russian submarine service and their power production industry. Is this a threat to American security? Clearly not immediately, however, one can only wonder about potential malfunctions in Russian reactors, Russian missiles, and Russian munitions supplies. They may not care about their own people, still -- but their practices have already endangered the world once before. Repeats anyone??
