Until public servants who break the law start serving jail time or worse, they will continue emboldened.
The larger solution, as I see it, is to defund and disband these SWAT teams around the country. We probably have thousands. We may need a handful. How many incidents are there in a year in the entire country, in which someone is placing a hostage in imminent threat of murder? I can think of no other scenario that might justify the existence of a SWAT team. Am I missing something? The reasons why they have proliferated so include plain old lust for bullying and killing and the fact that they are largely funded by taxpayers other than those who authorize their existence (taxpayers from the whole country, rather than the municipality, County, or State in question. Introduction of this "free money" on someone else's tab is like the introduction of oxygen into the fire equation. Eliminate the unaccountable money, and you have shut off the oxygen, while restoring the sound, balanced connection of sovereign citizens paying for what they authorize and authorizing what they pay for."
